Residential Solar Energy Disclosure and Homeowners Bill of Rights Act, 2024 P.L. Ch. 67 & 68 Pursuant to the recently-enacted Residential Solar Energy Disclosure and Homeowners Bill of Rights Act, 2024 P.L. Ch. 67 & 68, the Department of Business Regulation will begin licensing retailers, sales representatives, and other entities involved with the sale or lease of residential solar energy systems on March 1, 2025. The Department is currently preparing regulations and guidance necessary to implement the provisions of this Act.
